Formation by All-Russian sports federations of requirements to performance of sports ranks and sports categories in cyclic sports (rowing on canoe and kayaks, rowing and triathlon)

Abstract
The Uniform All-Russian sports classification (UASC), regulating the process of sports training at the Federal level, requires a scientifically based approach to the formation of norms and requirements that function in its system. The purpose of the study is to study and analyze approaches and mechanisms of formation by All-Russian sports federations (ASF) of UASC requirements for performing sports ranks and sports categories in cyclic sports (rowing on canoe and kayaks, rowing and triathlon). The methodology and organization of the study are theoretical analysis, survey (in the form of an interview). As a result of the study, two algorithms for the work of specialists in the formation of UASC requirements without the use of mathematical data processing and application software were identified. The difficulties of the ASF in calculating the standards for sports ranks and sports categories, as well as the problem of obtaining the necessary information from regional sports federations are identified. Conclusions: All-Russian sports federations’ needs scientific and methodological support from scientific and specialized organizations when forming the norms and requirements of the UASC.
